Rocco Richard Tricarico, JD
Rocco Richard Tricarico, JD is the Executive Director of HRA, having served in this capacity since 2003. In his role, he manages a $16 million budget with 30 programs that serve low and moderate income residents in New Britain, Meriden and New Haven. These programs include employment and training, early childhood, health and wellness, energy and housing assistance, financial services and others.
During his tenure, the HRA has grown its budget by 25% and has expanded the number of programs it offers. Also during this time he managed a major facility project that created a state-of-the-art early learning center for over 400 young students.
A dedicated community advocate, he has over 25 years of senior management experience in the areas of employment and training, early childhood education, supportive and transitional housing and other areas. Prior to joining HRA he was the Executive Director of the ACCESS Agency, another community action agency that serves Windham and Tolland Counties in Connecticut. While at ACCESS he managed one of the state’s most successful weatherization programs.
Rocco received his JD from CUNY Queens College School of Law in New York in 1991 and has practiced law in New York and Florida. He is also a registered arbiter and a member of the American Arbitration Association. Rocco has served on the Board of Finance for the Town of East Lyme and as a Board Member of the United Way of Southeastern Connecticut. He is currently Treasurer for the Connecticut Association for Community Action and was recently appointed by the Connecticut Supreme Court to the Connecticut Office of Victim Services Advisory Council.
