Director, Employment and Training Services

Leticia Mangual is the Director of HRA’s Health, Wellness and Youth Services and has over 25 years of experience in the field of social services where her passion is in the areas of workforce and youth development. She has held management positions at HRA for the past 17 years.

Together with HRA’s Director of Planning and Programs, Leticia helped start-up the Youth Services Center in 2009. The center provides career exploration and guidance, workforce readiness and workforce experience to youth in New Britain between the ages of 14 and 24. The Youth Services Center has since grown to be one of the top youth service providers with its Summer Youth Program and the Out-of-School Youth Program.

Prior to becoming the Director of the Youth Services Center, Leticia was the Director of the New Britain and Bristol One Stop Career Centers for eight years. In this capacity she managed the operation and 17 employees who were dedicated to employment, training and case management for unemployed and dislocated workers. Capital Region Workforce Partners acknowledged her dedication with the Belinda Price Memorial Award for being a Service Provider Workforce Champion in 2007. In 2006 Capital Region Workforce Partners proclaimed HRA a Workforce Development Leader in the North Central Region of Connecticut.

In 2015 Leticia assumed the leadership role for HRA's Division of Health and Wellness, currently New Britain's lead provider of HIV/AIDS prevention and care services. Under her leadership, the division has extended its services to residents of Bristol, Burlington, Farmington, Plainville, Plymouth and Middletown. In addition to managing health related services, Leticia brings her expertise in workforce development to this new HIV/AIDS area of focus.

Leticia holds her Bachelor of Arts degree in Psychology from Hobart and William Smith Colleges and is a National Certified Workforce Development Professional. She is an active member of the New Britain and Bristol Chamber of Commerce, the National Association of Workforce Development Professionals and the Coalition of New Britain Youth.
